BIG-IP VEの90日Trial版では、冗長構成は組めません。
/var/log/ltmには以下のようなエラーが出続けます。

設定は間違っていないのにおかしいと思って以下を参考にデバッグしてたのですが、
結局以下にあるようにトライアル版の制限だとのことです。
